Brazilian Oil workers launch a national strike over the Collective Bargaining Agreement

Petrobras Violently Represses Strike at Refinery and Boaventura Energy Complex in Rio de Janeiro State

Oil workers across the country began a national strike on the morning of December 15 in response to Petrobras’s third proposal for the 2025–2026 collective bargaining agreement. The decision to strike was made at mass assemblies held at all bases across the country in response to the company’s intransigence and successive attacks on workers’ rights.

Petrobras’s proposal of December 9 maintains salary adjustments, devalues workers, and ignores oil workers’ central demands. It also brings a series of setbacks that further worsen working conditions and income for active and retired workers, according to a statement published by the Rio de Janeiro Oil Workers’ Union (Sindipetro-RJ), which is affiliated with the National Federation of Oil Workers (FNP).

The statement reads, “The company’s position is in line with the ‘belt-tightening’ discourse adopted by Magda Chambriard’s management, which contrasts with the recent disclosure of record profits of 32.7 billion reais for shareholders.” For the category, Petrobras is presenting a reduced ACT. Among the main points of rejection is the company’s attempt to propose changes to clauses currently under judicial review that could result in benefits for workers. Attempting to modify these points during the ACT negotiation is seen as a strategy to undermine established rights and prevent progress.

The proposed “real” increase of just 0.5% in the Minimum Remuneration per Level and Regime (RMNR) is particularly concerning for retirees who have not renegotiated their contracts. In practice, this ends up being less than 0.5% due to the imposition of the Additional Charge in the AMS under the guise of covering the health plan’s administrative costs.

The proposal maintains specific attacks, such as continued layoffs in the offshore sector. This practice reduces jobs and increases precariousness while directly impacting operational safety. Additionally, the advance payment of Profit Sharing (PLR) is presented by the company as a concession, but it was already part of a previously agreed-upon schedule, so it does not represent a real gain in the current negotiations. Petrobras subsidiaries follow the same logic of losses.
