The lines we reproduce below are the final paragraphs of the book El Partido y la Revolución (1973). While the organizational framework of that time, the USec (Unified Secretariat of the IV), has not allowed, since a long time ago, the really serious Trotskyists to continue there, the concepts and overview of the building of the Revolutionary Workers World Party in the historical process, made by Moreno, remain fully valid today.

Well, we have finished. We have only to make a clarification. The construction of a Revolutionary Workers’ World Party is, as already mentioned, the greatest task that a human being has ever proposed to do. For its hugeness and the very powerful enemies it faces, it is a very long and very difficult task. We are a handful of militants who face imperialism and bureaucracy: a class and a caste which concentrate in their hands the greatest power that humankind has ever known. We face imperialism and bureaucracy with the only moral weapon we have, i.e. our unconditional trust in the mass movement and in the working class.
The new fellows who are aware only now, in the midst of a tough and violent discussion between two factions, of all the previous fights, so much harsh and violent; new comrades who notice that we are facing a new crisis; the new comrades who see the tremendous amount of mistakes that the Fourth International made in the last twenty-five years; these new comrades are fully entitled to ask, and many do it, what is the purpose of following within this International. We want to answer them the following: what we have lived so far is the pre-history of the Revolutionary Workers World Party. Despite all its mistakes, this International has got a giant merit: in the midst of fierce persecution of the bourgeoisie and the Stalinist bureaucracy, it retained for the labor movement and the masses all the experience acquired in more than a century of struggle. This is an experience whose loss would have delayed by several decades the development of the socialist revolution. This is also an experience that is synthesized in a theory (the Permanent Revolution), in a program (The Transitional Program) and in an organization (the Leninist-Trotskyist Party). By the sheer fact that these labor movement and masses struggle tools were saved, even this prehistoric stage is already inscribed in the mankind history.
But now we are leaving the prehistory and going into the history of the Fourth International. The mass movement has started a colossal rise we have ever known; the global capitalist system, the imperialism, are still struggling in a dramatic crisis, deeper and deeper, which expresses its decline and its final decay; decades of experience of the masses with Stalinism and reformism push them, increasingly, towards the breaking with Stalinism and reformism; there is not historic obstacles between the Fourth International and the masses anymore: since 1968 we have been able to start building up Trotskyist parties with mass influence in every corner of the world. The Revolutionary Workers World Party is not just a historical need of this transitional stage: there are already the objective foundations to build it. And all these mistakes, divisions, and acid discussions of past and present, are just the birth pains of this world party with mass influence. The Fourth International we know is, in turn, the embryo and the obstetrician of this party. This is why we’re in it; this is why we will continue in it.
