Impeach President Santi Peña and Alliana, and send them to prison

Workers' Party Paraguay

November 8, 2026

Everything is rotten and eaten away by Honor Colorado and Cartismo; the constitutional succession must be broken.

New elections and a Democratic and Sovereign Constituent Assembly

The Central Bank of Paraguay (BCP) decided to begin the resolution process for Ueno Bank. It could no longer continue to cover up for and bail out that bank with false “technical” reports.

The BCP Board of Directors, headed by Carvallo—a business partner of President Peña—acted as an accomplice in the scheme to siphon money from IPS policyholders and various other public entities.

Ueno Bank has been a full-blown scam involving working people’s money. It is a true product of Honor Colorado, and they cannot save themselves by trying to distance themselves from the monster they created.

Santiago Peña bears direct responsibility, and he must be removed from office through an expedited impeachment process. Alliana, too, should face impeachment; he tried to distance himself once he realized the entire scam was about to blow up in his face. Both are two sides of the same coin. Out with Peña and Alliana.

We must recognize that the entire state apparatus is infected by Honor Colorado and its mafia-like, dictatorial approach (which collapsed due to the HC scandal and Cartes’ near-downfall), making it urgent to dismantle the entire mafia structure that has infected and corrupted the entire state apparatus. In other words, the solution does not lie in the inauguration of Bachi, Latorre, or Martínez Simón—all of whom are in a state of total “convenient” submission to the feast of those who live off public funds. For this reason, the constitutional succession plan “must be broken,” and the entire system must be restructured from scratch.

Dismissal, along with administrative and criminal investigations, must be pursued against the full Board of Directors of the Central Bank and the Board of Directors of Ueno Bank—those individuals with double surnames—who are nothing more than outright thieves.

Likewise, the following must be summarily dismissed: the IPS Board of Directors, starting with the Ueno operator at IPS, and the Director of Investments, Hugo Díaz—a complete crook and scoundrel who’s been squandering policyholders’ and retirees’ money, surely pocketing hefty commissions in the process.

After a long silence, the labor federations came out calling for a “Dialogue Table” with the thieves. Their government bosses surely pressured them to block everything from the bottom up. These federations—such as the CUT, the CUT-A, the CNT, and others —have proven themselves to be nothing more than corrupt, sellouts, and opportunists. Their leaders must go. We must find other ways to fight.

Organizations representing working people must take to the streets to express their anger and their thirst for justice, and demand: “Out with all the thieves and freeloaders who live off the working people’s money!” and “Confiscate the assets of all those responsible, both in the private and public sectors.” SITRANDE and the DOCTORS’ UNION, setting aside their strictly corporate agenda, must step forward and lead these actions in defense of working people, just as they were surrounded by solidarity when they took to the streets to fight.

It is urgent to strengthen socialist alternatives against exploiters and oppressors of all kinds and their political parties, such as the Colorado and Liberal parties. It is urgent to build up the Workers’ Party to offer real and substantive solutions to the plundering of the working class, the sell-off of public assets, and the undermining of national interests.

The slogan “Socialism or Barbarism” is becoming increasingly relevant.
