{"id":9896,"date":"2018-05-21T14:37:12","date_gmt":"2018-05-21T14:37:12","guid":{"rendered":"https:\/\/litci.org\/en\/?p=9896"},"modified":"2018-05-21T14:37:12","modified_gmt":"2018-05-21T14:37:12","slug":"to-rebuild-the-fourth-in-continuity-with-the-third-international","status":"publish","type":"post","link":"https:\/\/litci.org\/en\/to-rebuild-the-fourth-in-continuity-with-the-third-international\/","title":{"rendered":"To Rebuild The Fourth In Continuity With The Third International"},"content":{"rendered":"<p><em>When the IWL-FI began its rebuilding process in 1995, it retook the strategy posed in its founding: the rebuilding of the Fourth International. <\/em><!--more--><br \/>\n<em>At the time, just as in the 1982 Foundational Congress, we said we set on to carry out this task not only with \u201cTrotskyists\u201d, or with those who claimed to follow Trotsky. We sustain this definition today. It is closely related the Trotsky\u2019s objective with the foundation of the Fourth, and the current situation of the \u201cTrotskyist movement\u201d.<\/em><br \/>\n<strong>By Alicia Sagra.<\/strong><br \/>\n&nbsp;<\/p>\n<h4><strong>The building of the Fourth was not an improvised decision<\/strong><\/h4>\n<p>Trotsky spent 10 years developing a strong fight for the recovery of the Bolshevik party and the Third International, of the degenerative process led by Stalin. This battle took place within the USSR and abroad after his expulsion from the country.<br \/>\nThe growing advance of bureaucratic degeneration had objective bases. Among them the separation of the working class from the functions in office, due to the civil war and the demoralization due to the defeat of the 1923 German revolution. Other elements were the extermination of part of the vanguard in the civil war, the Russian backwardness, which could not be compensated when the German Revolution did not triumph, and Lenin\u2019s death, the undisputed leader.<br \/>\nTherefore, despite Trotsky being the only leader with popularity within the party that approached Lenin, despite being acknowledged as the great political-military articulator of the triumph of the civil war, he was defeated in this battle.<br \/>\nHe won over to his standings great leaders of the party.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> As the North American Trotskyist, David Frankel said, <em>\u201cif the main factor of the struggle were in political skills and successes achieved by those composing the two fractions, the opposition would have easily won.\u201d<\/em><a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><br \/>\nHowever, the influence was defined by the influence of the apparatus. As the date of the XIII Congress of the party approached, this influence was clear. The names of those who spoke in the name of the opposition were listed and they were threatened with the loss of jobs or transfer to isolated regions.<br \/>\nDespite this, in the district conferences of Moscow, the Left Opposition led by Trotsky had 36% of the delegates. However, the apparatus was felt in the faraway regions. The result was that in the January 1924 Congress, the opposition had 3 out of 218 delegates.<br \/>\nIt was an overwhelming defeat and it generated deep changes in the regime. S.I. Gusiev, the new member of the Control Commission explained the changes, <em>\u201cThe authority is achieved not just through work, but through fear. Now, the Control Commission and the Inspection of Workers and Peasants has succeeded in imposing fear. In this regard, their authority is growing.\u201d<\/em><br \/>\nFrom this defeat, Trotsky bet that the triumph of world revolution would enable a change. In 1925, the great second Chinese revolution took place. However, due to the disastrous policy of capitulation to the bourgeoisie promoted by Stalin from the Third International, it ended terribly crushed in 1927.<br \/>\nOne of its consequences was the strengthening of Soviet bureaucracy and the beginning of physical persecutions. Trotsky was expelled from all his posts in the state and party and he was banished. However, he did not abandon the battle. He now focused on the recovery of the Third from the International Left Opposition.<br \/>\nLater on, through the mediation of Krupskaya (Lenin\u2019s wife), Zinoviev and Kamenev joined the battle. The two old Bolsheviks who had ruled along Stalin until now. However, after the defeat of the Chinese revolution, the objective situation did not help the revolutionaries. Trotsky decided the battle was lost when in 1933, the Third International supported the German party\u2019s policy that had led to Hitler\u2019s triumph and the worse defeat of the German working class.<br \/>\nFrom this moment, the great object of his life became the building of the Fourth International to preserve the Leninist principles and program. To have an International based on the model of the Third, the Communist International led by Lenin, to answer to the next revolutionary ascent leading the struggle for world socialist revolution.<\/p>\n<h4><strong>The Battle to rebuild the Fourth International <\/strong><\/h4>\n<p>It was a very hard struggle. Trotsky\u2019s first issue was with his friends, his political followers. The majority believed it was not the correct time because the objective situation was very bad. Defeats prevailed: Fascism in Italy, Nazism in Germany, and Stalinist terror imposing in the USSR. Therefore, despite Trotsky having concluded that the building of the Fourth was a need in 1933, it was only founded in 1938.<br \/>\nMany of Trotsky\u2019s letters answer to these sectors. He synthesized the answers in the Transitional Program, \u201c<em>Skeptics ask: But has the moment for the creation of the Fourth International yet arrived? It is impossible, they say, to create an International \u201dartificially\u201d; it can arise only out of great events, etc., etc. (\u2026)The Fourth International has already arisen out of great events: the greatest defeats of the proletariat in history. The cause for these defeats is to be found in the degeneration and perfidy of the old leadership. The class struggle does not tolerate an interruption. The Third International, following the Second, is dead for purposes of revolution. Long live the Fourth International!<\/em><br \/>\n<em>But has the time yet arrived to proclaim its creation? &#8230; the skeptics are not quieted down. The Fourth International, we answer, has no need of being \u201dproclaimed\u201d. It exists and it fights. Is it weak? Yes, its ranks are not numerous because it is still young.<\/em> <em>They are as yet chiefly cadres. But these cadres are pledges for the future. Outside these cadres there does not exist a single revolutionary current on this planet really meriting the name. If our international be still weak in numbers, it is strong in doctrine, program, tradition, in the incomparable tempering of its cadres.\u201d<\/em><br \/>\nTrotsky did not make a calling to build a new International just to his followers. He called all who broke to the left with Stalin, and with Social Democracy, like Pivert, the French leader, the German SAP (Workers Socialist Party), the OSP (Independent Socialist Party of Holland), and the RSP (the Socialist Revolutionary Party of Holland).<br \/>\nHowever, his proposal was not to join the opposition, he made a calling around a program. In 1933 he wrote, <em>\u201cEvidently, one cannot consider building a new International based on organizations that part from profoundly different and sometimes opposite principles. The Left Opposition took its own program to the Conference, with the objective to help in the principled separation from the reformist and centrists, and grouping the revolutionary organizations.<\/em><a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><br \/>\nThe combat was not only of ideas. On the ideas, fascist and Stalinist terror acted, just as the reactionary policies of the Third led by Stalin.<br \/>\nMany were lost in this battle. Many died in concentration camps in the USSR. Others like Zinoviev, Kamenev, and Rakovski could not stand the pressure, the capitulated and were shot in the sinister Moscow processes. Those closer to Trotsky were kidnapped and murdered by Stalin\u2019s henchmen abroad. And those won over by the People\u2019s Front policy as a way to face fascism were politically lost, like Pivert, the SAP leaders, Victor Serge, Nin\u2026<br \/>\nAll this led the Fourth to be found only by \u201cTrotskyists\u201d in extremely weak conditions. In the Foundational Congress, on September 3, 1938, Trotsky was unable to participate because his life was in danger and the statutes were improvised because the person in charge (Rudolph Klement) had been kidnapped days before.<br \/>\nIn any case, Trotsky considered this a \u201cgreat achievement\u201d. On August 30, 1938, he wrote, <em>\u201cThe irreconcilably revolutionary tendency, subject to persecutions that no other political tendency has suffered in the history of the world, has proven again its power.<\/em><br \/>\n<em>Overcoming all obstacles due to the blows of its powerful enemies, it summoned its International Conference. This fact constitutes an irrefutable evidence of its deep viability and the firm perseverance of the Leninist Bolshevik International.\u201d<\/em><a href=\"#_ftn4\" name=\"_ftnref4\"><em><strong>[4]<\/strong><\/em><\/a><br \/>\nTrotsky\u2019s reasoning before an extremely negative objective situation was very different from the \u201cTrotskyists\u201d today, who in the name of an imaginary \u201cchange of epoch\u201d or a supposed \u201creactionary wave\u201d abandoned the building of the international revolutionary party and went on to build joint parties with reformists.<\/p>\n<h4><strong>Continuity of the Third<\/strong><\/h4>\n<p>The Third International was, along with the Bolshevik party, the greatest organizational achievement of the world proletariat. One cannot explain its existence without analyzing the dialectic of triumphs and defeats since it emerged from the great betrayal of Social Democracy in 1914, and the greatest achievement, the October Russian Revolution of 1917.<br \/>\nIt was not easy for Lenin to achieve its founding. Since 1915, he insisted on the need of a new International, but just as with Trotsky and the Fourth, there was much resistance.<br \/>\nThe monumental betrayal of the leaders of the Second International in voting the war credits generated the death of the Second as a revolutionary International. It posed the need of the Third, as Lenin insisted.<br \/>\nHowever, the working class masses were not aware of this betrayal and continued to support their previous leadership around the world. Only a heterogeneous minority of the leaders spoke against the adopted policy.<br \/>\nWithin this minority, most considered the \u201cold house\u201d could not be left behind. They wanted to wait and recover it when the situation changed. Many, mainly in the greatest parties, were afraid to remain isolated if they broke with the Second International.<br \/>\nOn the other hand stood those truly revolutionary. Among them, Lenin and Trotsky in Russia, Rosa Luxemburg and Karl Liebknecht in Germany, Kristian Rakovsky in Rumania, and the Scottish John Maclean in Great Britain.<br \/>\nTrotsky described this sector,<br \/>\n<em>\u201cIf war escapes to the control of the Second International, its immediate consequences will escape the control of the bourgeoisie worldwide. We, revolutionary socialists, did not want war. But we do not fear it. We have not turned into desperation for the war splitting the International. History shall take care of this. The revolutionary epoch will create new forms of organization emerged from inexhaustible resources of proletarian socialism, new ways that will be in the level of the greatness of the new tasks. We will dedicate ourselves immediately to this work, amongst the thunder of the machine guns, the crumble of cathedrals and the patriotic cry of capitalist jackals.\u201d<\/em><br \/>\nAll of them were convinced of the bankruptcy of the Second International and the need to replace it, for one that could fulfill the task of world revolution. From there, differences emerged.<br \/>\n<strong>Lenin<\/strong>, wrote on November 1, 1914, <em>\u201cThe Second International is dead, defeated by opportunism. Down with opportunism and long live the Third International, freed of renegades and opportunism.\u201d<\/em><br \/>\nNonetheless, he was aware of the difficulties. In <em>Socialism and War, <\/em>he explained that in order to build an International, it needs parties willing to do so. If the situation advances in this sense, Bolsheviks will take their place in this task. If it matures slowly, they will continue in the old International, until the bases are created in different countries for a new Marxist workers international revolutionary organization. He was mainly thinking on the new Spartan group.<br \/>\n<strong>Rosa Luxemburg<\/strong>, the main leader of this group, had great differences with Lenin. For her, the focus was the \u201c<em>action of millions of men\u201d<\/em>, not new programs or a new International built by <em>\u201ctenths of people\u201d. <\/em>No \u201crevolutionary defeatism, as Lenin proposes\u201d, but struggle against war. There, <em>\u201cthe conscious will of the masses\u201d<\/em><a href=\"#_ftn5\" name=\"_ftnref5\"><em><strong>[5]<\/strong><\/em><\/a> will develop in action.<br \/>\nThe triumph of the October revolution was necessary to enable the founding of the Third International in 1919, the Communist International. The first great world party of the revolution. Its founding was difficult. It took place in the middle of a civil war. Many delegates were not even able to get there. Besides the Russian and German parties, the representation was very small. And the German delegation, influenced by the standing of their great leader, recently killed, did not vote in favor of the founding of the new international, they abstained.<br \/>\nFrom its birth, nothing was simple for this great creature, which died before reaching maturity. Its life was short. Stalin dissolved it in 1943, although it only fully expressed as a revolutionary organization until 1922. However, it left behind its first four congresses, a programmatic arming, principled and methodological, which remains current.<br \/>\nRegarding the process that led to the degeneration of the Soviet State and the destruction of the Bolshevik party and the Third International, Trotsky explained,<br \/>\n<em>\u201cLet us remember the prognosis of the Bolsheviks, not only on the eve of the October Revolution but years before. The specific alignment of forces in the national and international field can enable the proletariat to seize power first in a backward country such as Russia. But the same alignment of forces proves beforehand that without a more or less rapid victory of the proletariat in the advanced countries the worker\u2019s government in Russia will not survive. Left to itself the Soviet regime must either fall or degenerate. More exactly; it will first degenerate and then fall. I myself have written about this more than once, beginning in 1905.\u201d<\/em><a href=\"#_ftn6\" name=\"_ftnref6\"><em><strong>[6]<\/strong><\/em><\/a><br \/>\nTo those who sustained that Stalinism was the continuity of Leninism he answered,<br \/>\n<em>\u201cThe annihilation of all the older generation of Bolsheviks, an important part of the middle generation which participated in the civil war, and that part of the youth that took up most seriously the Bolshevik traditions, shows not only a political but a thoroughly physical incompatibility between Bolshevism and Stalinism. <\/em><em>How can this not be seen?\u201d<\/em><br \/>\nConsequently, he always saw the Fourth as the continuity of the Third led by Lenin. Not by chance, in the greeting letter to the Founding Congress, he spoke of \u201cthe Bolshevik Leninist International\u201d, and in August 1933, he clearly stated,<br \/>\n<em>\u201cThere can be no revolutionary policy without revolutionary theory. Here we have less need to part from zero. We are based on Marx and Engels. The first four congresses of the Communist International left invaluable programmatic heritage: the character of the modern era as the imperialist epoch, of capitalist decay; modern reformism and the struggle methods against it, the relation between proletarian democracy and dictatorship, the role of the party in the proletarian revolution; the relation between the proletariat and the petty bourgeoisie, specifically peasantry (the agrarian question); the problem of nationalities and the struggle of colonial peoples for liberation; the work in unions; the united front policy; the relation with parliament. The first four congresses submitted all these questions to a principled analysis that has not been overcome. One of the main tasks, more urgent, of the organizations that raise the flag of regeneration of revolutionary movement consists in separating the decisions of the first four congresses, set them in order, and dedicate a serious discussion in light of the future tasks of the proletariat.\u201d<\/em><a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a><br \/>\nFrom this study, and in light of the future tasks, the Transitional Program emerged. The program of the Fourth that incorporated the new great task, the Political Revolution against the Soviet bureaucracy. It defined the crisis of humankind as the crisis of its revolutionary leadership. Thus the need to advance in overcoming it.<br \/>\nThis continuity on programmatic definitions and the regime of the Third is categorical in the Transitional Program,<br \/>\n<em>\u201cWithout inner democracy no revolutionary education. Without discipline no revolutionary action. The inner structure of the Fourth International is based on the principles of democratic centralism: full freedom in discussion, complete unity in action.\u201d<\/em><a href=\"#_ftn8\" name=\"_ftnref8\"><em><strong>[8]<\/strong><\/em><\/a><\/p>\n<h4><strong>80 years went by\u2026<\/strong><\/h4>\n<p>During these years, great triumphs were achieved. Fascism was defeated in World War II, capitalism was expropriated in China, Cuba, and the European East, and North American imperialism was defeated in Vietnam\u2026 However, these were tactical triumphs. They did not manage to overcome the great strategic defeat: the loss of the revolutionary leadership. Stalin destroyed the Third and the Fourth did not fulfill Trotsky\u2019s expectations of winning mass influence in the post-war ascent. On the contrary, extremely weakened after the murder of its great leader, it did not manage to overcome the difficult situation of World War II. It did not manage to work as a true centralized International and it was dispersed.<br \/>\nOn the meantime, Stalinism was strengthened after World War II. It became the great obstacle for the development of world revolution and ended restoring capitalism around the world.<br \/>\nWithout a doubt, history proved Trotsky\u2019s prognostic right. The Stalinist bureaucracy was not defeated and ended restoring capitalism, proving the theory of socialism in a single country false.<br \/>\nHowever, it paid a high toll for this treason. The revolutionary processes of East Europe and the USSR put an end to the main Stalinist apparatus. Today, this great obstacle does not exist anymore. The working class and the masses around the world heroically face the capital\u2019s attacks. Although, as Trotsky said in 1938, the crisis of humanity remains the crisis of revolutionary leadership. Therefore, the task of rebuilding this revolutionary leadership is more urgent than ever.<br \/>\nJust as in its foundation, we consider that the rebuilding of the Fourth is not only a task for Trotskyists. At the same time, we do not call all who claim Trotskyism to carry out the task.<br \/>\nAs Trotsky said, an International may not be built with those who defend opposite principles. For us, the rebuilding of the Fourth only makes sense if the criteria of his founder are followed regarding programmatic, methodological and moral continuity with the Third International led by Lenin and Trotsky. The Third International of the first fourth congresses is a synonym of the restless struggle for class independence, not just to face and defeat imperialism and national bourgeoisie, but also the great internal enemy of the working class: reformism.<br \/>\nThe \u201cTrotskyist\u201d, who claim the rebuilding of the Fourth but participate or support bourgeois governments and leaders, and build common parties with reformism, have nothing to do with these principles, program, method and morals.<br \/>\n***<br \/>\nNotes:<br \/>\n<a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> For example, Eugenie Preobrazhenski, the main Bolshevik economist, a key cadre in the elaboration of planned economy.
