TO THE XXI NATIONAL ENCOUNTER OF WOMEN<\/SPAN><\/P>

<\/SPAN> <\/P>
\n

The XX Encounter of Women, which was held last year in the city of Mar del Plata, was marked by the visit paid by the murderer Bush and by the trial and conviction of Romina Tejerina. These two events plainly expressed: The former, the firm repudiation of the presence of the genocide and his policy; this was expressed through workshops of discussion and the slogans chanted by the cr<\/st1:PersonName>owds marching along the streets of the city. The latter is that women insist with incr<\/st1:PersonName>easing emphasis on de-penalisation of abortion as one of our most urgent demands.<\/SPAN><\/P>
\n

Bush is not coming this year, but his policy of colonisation and exploitation is present in each one of the Latin American administrations, his compliant servants applying laws that are made solely to generate greater profit for the multinationals, causing starvation and suffering to our peoples and to the working class.<\/SPAN><\/P>
\n

That is why, at this XXI Encounter, we, the FOS Women believe that it is necessary to start a deep discussion marked by these guidelines:<\/SPAN><\/P>
\n

\n

For the right of women to live: legal, secure and free abortion. The same as in the previous years, the de-penalisation of abortion will mark this new encounter. What happened this year to LMR and Claudia, the two disabled, raped girls, one of them in La Plata<\/st1:PersonName> and one in Mendoza, both of them pregnant as a result of this cr<\/st1:PersonName>ime, has pressed the need to discuss the topic of abortion with the entire society and to demand and to demand that it should be de-penalised, to promote laws and that these laws should be complied with.<\/SPAN><\/P>
\n

This is not all about a relentless defence of abortion as a method for anti-conception. Neither it is a question of forcing it on against women’s conscience. But reality tells us that that, in spite of the prohibition, women from all the social sectors and cr<\/st1:PersonName>eeds practise abortion as official statistics evidence: between 500 and 800 thousand a year, treatment of 80 000 diseases caused by badly made abortions in the suburban hospitals around Buenos Aires and the death of two poor women a day because of septic abortions. All the abortions are clandestine, without any risk for women who can afford to pay between 2000 and 2500 pesos and jeopardising life and health of poor women who have to use home methods and fake clinics. <\/SPAN><\/P>
\n

NEW LAW O0D EDUCATION: FEDERAL LAW RECYCLED  <\/SPAN><\/SPAN><\/P>
\n

The K administration has presented a new bill for education. Proudly, they tell us that we all contributed to its cr<\/st1:PersonName>eation and that it will return to education the high degree of proficiency it used to have in the past decades.<\/SPAN><\/P>
\n

They lie about both aspects. First of all, the direct actors of education, i.e.: teachers, students and parents have only had a few opportunities to debate and most of the time we were just asked to fill in the forms opinion polls. Is that what they call participation?<\/SPAN><\/P>
\n

The second aspect is that this bill and the old Federal Law of Education have the same International matrix moulded after the postulates of the World Bank and the Entrepreneur Chambers that drive all the educational policies together whether it is for Argentina, Brazil, Pakistan or Spain.<\/SPAN><\/P>
\n

It is the same law that had Chile as a paradigm and for twenty years has a flawless continuity. It was there that the targets of municipalisation and privatisation were reached, something that the federal Law of Education could not achieve in Argentina because of the struggles and demonstrations held by teachers and students. This year, Chilean high school students have proved by means of their struggle, that the Chilean model meant the institutionalisation of education for the rich and education for the poor. <\/SPAN><\/P>
\n

This new law has three hidden files that the administration turns into a dogma of the faith. One of them is the Law of Educational Financing that proposes that an exiguous 6% incr<\/st1:PersonName>ease of the Gross Product granted to education until the year 2010 binds it to the economic ups-and-downs and conditions the discussion of labour conditions of the teachers (the Teachers’ Statute). Another one is the Law of Technical Education, placing schools in the service of the companies and gives juvenile exploitation the name of apprenticeship, absolutely divorced from the process of teaching-learning. Finally the swapping of the “debt for education” places scientific education entirely in the hands of the central countries and organisations of the cr<\/st1:PersonName>editors.<\/SPAN><\/P>
\n

As we can see, this Bill simply deepens the cr<\/st1:PersonName>isis suffered by all the educational system and makes us even more dependant on imperialism. That is why we must fight a big battle for the state to guarantee an education for all, that the educational system should be national, state, secular, free and scientific. For a new law debated and discussed with teachers and workers as a whole.<\/SPAN><\/P>
\n

We call on CTERA to forsake ministerial armchairs, to split away from the government and to take up the struggle to defeat this project and to continue struggling for an education in the service of workers and the toiling masses.<\/SPAN><\/P>
\n

LOOTING ON OUR NATURAL RESOURCES, THE FTAS AND THE AAFTA<\/o:p><\/SPAN><\/B><\/P>
\n

The AAFTA is an obvious project to reinforce the integral domination of the USA over Latin America, but it has suffered a bad setback due to the resistance of the masses (mass plebiscites, demonstrations.), because of the revolutionary situation that shakes the continent and the struggles of local bourgeoisies who could not compete with their exports with the American agriculture funded by the state.<\/SPAN><\/P>
\n

That is why, seeing the failure of their original plan, imperialism quickly cr<\/st1:PersonName>eated a counteroffensive: the FTAs (Free Trade Associations) by means of which they substitute the block negotiations by bilateral agreements, for example, the one held with Chile, the ratification of new conveniences with Central America and the NAFTA, that has been there for over ten years now and is there to be the pattern to follow. It is a scheme that thrives on the exploitation of young, underpaid, unskilled labour, submitted to infrahuman conditions of work.<\/SPAN><\/P>
\n

The other policy of imperialism is to control the supplies and the world market of the hydrocarbons with a policy of looting, wars and coups in the producing countries. For years on end, in Argentina, thanks to the sale of YPF to Repsol indiscr<\/st1:PersonName>iminate looting of our natural resources has been ravaging the country.<\/SPAN><\/P>
\n

YPF was once a profitable company that managed self-supplies and produced wealth for the country. Ever since its privatisation, oil was extracted irrationally, letting the wells get dry and without investing in exploration and search of new reserves. With this policy, supported by all the different administrations (including that of Kirchner), in a few years time, Argentina will change from self-sufficient country to one that has to import oil, in the same way as we already have to import gas. But hydrocarbons are by no means the only greed shown by imperialism. They are now out to get our water, too. We know that the future of energy is hydrogen that can be obtained from water by hydrolysis. Water is the great resources and is – furthermore – not polluting. Of course, imperialism knows it and that is why they are trying to become the owners of it.. So far they have move by means of the purchase of land that are over the Guarani water fields. We already know the method they are prepared to use further on if we offer any resistance.<\/SPAN><\/P>
\n

But there is a possible alternative to looting: we must recover for the State the entire oil industry of all the companies linked to the extraction and commercialisation of the natural resources and place it under the control of the our own technicians and workers. We need to cr<\/st1:PersonName>eate a big movement to install the topic among the population, just as what happened to the paper mills. We must press forwards for a big campaign for the re nationalisation of the hydrocarbons with no indemnity, suspend exports and for an integration of the energy of Latin American handled entirely by state-owned companies.<\/SPAN><\/P>
