Iran agreed to allow navigation through the Strait of Hormuz without charging tolls. Trump agreed to end the blockade of Iranian ports and to suspend sanctions related to Iranian oil exports.

The memorandum provides for negotiations on freezing Iran’s uranium enrichment, as well as on the disposition of the 400 kilograms of 60% enriched uranium, in exchange for the lifting of all imperialist sanctions, the release of Iranian funds frozen abroad (approximately $100 billion), and the creation of a private investment fund in Iran worth at least $300 billion, to be established primarily by the Gulf states.

The memorandum is not a peace agreement and can be broken. At this time, the State of Israel refuses to withdraw from southern Lebanon, which poses a threat to the negotiations.

The memorandum is the result of the failure of Trump’s imperialist campaign—carried out in conjunction with Israel—to topple the Iranian regime and dismantle the country’s nuclear and ballistic missile programs, as well as its support for organizations allied with the so-called “Axis of Resistance” (Hezbollah, Iraq’s Hashd al-Shaab, Yemen’s AnsarAllah/Houthis, and Hamas).

The Iranian regime survived the intense imperialist bombardments and also demonstrated its ability to attack neighboring countries hosting U.S. bases, as well as to control the flow of ships through the strategic Strait of Hormuz, with major consequences for the global economy.

Weighing on Trump were the prospect of an international economic recession resulting from the blockade of the Strait of Hormuz, inter-bourgeois divisions within the United States, and the unpopularity of the war among the U.S. population—a sentiment that could be reflected in the midterm elections in the second half of the year.

At this point, Trump is resorting to a Plan B: integrating Iran into the global market and controlling key sectors of the country’s economy through foreign investment, in partnership with the Iranian government. In this way, he is affecting the Chinese economy, which is a major beneficiary of cheap Iranian oil and would now have to pay international prices. The success of this plan for economic “colonization” is uncertain and does not rule out new military attacks.

The Initial Impact of the Failure of Military Aggression

The plan for a “New Middle East” under Israeli hegemony, based on the elimination of the so-called Axis of Resistance, has failed. The Iranian regime and its allies, though militarily weakened, have survived and are in a position to regain their strength and regional influence. Furthermore, Saudi Arabia has formed a significant alliance with Pakistan, Turkiye, Egypt, and Qatar as an alternative to both Israel and the Axis of Resistance. Meanwhile, Israel continues to occupy significant areas in southern Lebanon and Syria, as well as all of Palestine, and has allies in the region such as the United Arab Emirates. Today, there is a multipolar Middle East, in which each alliance negotiates directly with the imperialist countries.

The Palestinian question was not included in the memorandum, even though the genocide in Gaza and the ethnic cleansing in the West Bank continue. However, Israel’s weakening on the regional stage, coupled with the persistence of the Palestinian resistance and international solidarity, is likely to bring the Palestinian question back onto the global agenda.

On the world stage, the impact is multifaceted. There is an acceleration of the arms race and significant development of new technologies for inexpensive drones and missiles. Oil-dependent countries are seeking to diversify their energy sources by turning to coal, nuclear power, and renewable energy.

But the most significant impact is the demonstration that a military power, no matter how strong, is not invincible. U.S. imperialism and the State of Israel, despite their enormous military superiority, failed to defeat Iran. This is also the case with Russian imperialism, which faces many difficulties in imposing its will on Ukraine. Amid these confrontations and workers’ and popular uprisings in various countries, such as Bolivia and Albania, a new world order is taking shape.

In any case, the struggle in Lebanon to expel Israeli troops continues. This same struggle may gain strength in Syria. We stand with the military wing of the Lebanese resistance led by Hezbollah, the Palestinian resistance led by Hamas, and Syrian activists fighting against the Israeli occupation, without offering political support to their leaderships.

First published here by the IWL

On the 16th, President Trump and the Iranian government signed a memorandum of understanding to reopen the Strait of Hormuz.
