This pandemic caused 600 million infections and an official death toll of 7 million (with more realistic estimates at 20 million, higher than the death toll of World War I). Within the framework of imperialist capitalism, the pandemic took on a “class profile” and hit the working class and popular sectors the hardest, along with devastating economic and social consequences. This article looks to discuss the following questions: What caused this pandemic? Why did it become so severe? What is the current situation?

Alejandro Iturbe

Imperialist capitalism and the national bourgeoisie are spreading the idea through the media that the pandemic is “over already” and they want the suffering to be forgotten. Just like they want the acceptance of the deterioration of living conditions of workers and the masses, which have been caused by or exacerbated by the pandemic. But we shouldn’t forget it—rather, we should do the opposite.

First, because even though zoonotic diseases (that originate with animals and are transmitted to humans) are “natural,” imperialist capitalism has created the proper conditions for them to transform into a pandemic at the scale of Covid-19.

In numerous articles, we have discussed how the destruction of nature has reduced the natural habitats of many species, even sometimes leading to their extinction. That is why viruses that cause diseases that target certain species “search for” new hosts to continue their natural cycle of survival.

At the same time, capitalist production has concentrated a large biomass of farm animals for human consumption in very overcrowded conditions, such that any virus quickly spreads among them. These animals are concentrated close to each other and are constantly in contact with large nearby cities. These are the ideal conditions for the spread of zoonotic diseases. It is no accident that in the last decades before Covid, we had seen outbreaks of “mad cow disease,” swine flu, and bird flu. If we add the heavy traffic of goods and people within each country and across borders, the conditions are even more conducive to large-scale outbreaks.

The Business of Public Health

This favorable environment to the development and spread of Covid has been heightened because capitalism has for decades been attacking and eroding public health systems throughout the world.

Public health has transformed into an immense and lucrative business for large private companies, owners of modern healthcare facilities, medication and vaccine production, and the manufacture of the necessary equipment for most complex treatments. At the margins of this big business, free state-run centers lack the minimum resources necessary to care for the health of people who are unable to pay for better care.

As an example of this “health care business” in service of the profits of these private corporations, we have found that a Covid vaccine could have been developed a decade earlier than the ones that were finally used in the recent pandemic. Beginning in 2002, an outbreak of SARS (severe acute respiratory syndrome) was caused by a Covid-like virus similar to the one that emerged in 2020, which affected people in southern China and other countries in the region.

Despite warnings from experts about the risk of viral pandemics, private pharmaceutical companies did not start developing a vaccine because their projected profit did not justify it. This is a new and serious responsibility of imperialist capitalism in the spread and impact of the latest pandemic.

Going into Battle with Their Hands Tied

The accelerated dynamic of the pandemic was even worse in countries whose governments harbored a criminal denialist policy (“it’s only a little flu”) like that of Donald Trump in the U.S. and Jair Bolsonaro in Brazil. This led these countries to top the unfortunate list of those with the highest number of infections and fatalities.

The governments that did claim that combating the pandemic was a priority, did so with their hands tied—with deteriorated public health systems and a lack of state funding. They then resorted to old essential measures that were insufficient in themselves to combat and defeat the pandemic, like the mandatory use of masks, social distancing, and isolation.

Faced with these incomplete and insufficient measures, and without a serious economic plan for society, workers and the popular sectors were divided. The sector of informal or precarious workers, street vendors, and small self-employed workers, found themselves in an almost unbearable situation of survival.

Another sector was classified as “essential workers” (a large portion of industrial production, healthcare, and transportation, etc.) and, therefore, was obligated to use crowded public transportation to go to work, where the companies could not even guarantee minimum conditions of health and safety (like hand sanitizer and social distancing). Public transportation and workplaces transformed into hotspots of infection that spread and intensified the pandemic. In several countries like Italy, Brazil, and Argentina, there were fights and demonstrations against these labor conditions.

At the same time, governments took advantage of these measures to establish repressive policing controls against the workers and population, while the bourgeoisie and sectors of the petite bourgeoisie continued having “parties” and meetings (that were “clandestine” but tolerated). Also, governments, along with businesses, took advantage of the situation and the weakness of the working class to lower wages and attack labor conditions, with union bureaucracies as accomplices in these attacks.

The Global Economic Downturn and the “New Normal”

The measures that restricted people’s movement (or in cases like the U.S., the population’s capacity to protect itself) accentuated the recessionary trend that the global economy had already been experiencing since 2019, and caused an astounding 10% drop in the global GDP in the third quarter of 2020[2]. This represented the largest drop since the 1929 crash.

Worried about their loss of profits, imperialist capitalism, and the national bourgeoisie implemented a criminal policy they called the “new normal”: a gradual but accelerated reopening of all economic activity which the workers and the masses had to accept in the midst of the pandemic[3].

They launched the “new normal” without having overcome the pandemic. Instead, it was at the start of a new wave that was stronger than the first, and this criminal policy pushed things over the edge. Once again, capitalism demonstrated that profits are more important than the life, health, and suffering of workers and the masses.

Throughout the pandemic, imperialist capitalism and the national bourgeoisie have carried out fierce attacks on the standard of living of the masses (wage cuts, worsening working conditions, increasing unemployment, etc). The ultimate expression of this effect has been a sharp increase in poverty worldwide and of “extreme poverty” (misery) and “food insecurity” (hunger). According to a study by the World Bank in October 2020, the year would close out with a total of 150 million more people in the world falling into that category[4]. These figures worsened until the end of the pandemic.

The situation that the working class and the masses were in was unbearable. On one hand, they were subjected to the suffering of the pandemic itself and the incapability of capitalism to put a stop it, and, on the other, they experienced harsh socio-economic attacks. With this framework, the IWL-FI developed and put forward an Emergency Program with the measures necessary to put an end to both sides of this crisis. In addition to concrete measures (like the reconstruction of free public health care systems), the program proposed a global fight against imperialist capitalism[5]. We advocated for this Emergency Program as a revolutionary and class response to the situation the world faced.

The “Race for a Vaccine”

As the criminal policy of the “new normal” exacerbated the situation with a new, stronger wave of the pandemic, the “race for a vaccine” began to unfold between the few large international pharmaceutical companies (owners of the global vaccine business) to “get there first” in producing an effective vaccine against Covid-19[6].

To understand the reason behind this race, it is important to consider various factors. First, as mentioned, there has been the transformation of public health into a business for large private corporations (including the manufacturing of vaccines). Second, as we have also noted, developing a vaccine for a Covid virus was considered unprofitable and they had to accelerate and shorten the time to do so. Third, whoever was “first” in producing an effective vaccine would earn huge profits due to the gigantic market no which to sell it. Lastly, in the face of a worsening pandemic, imperialist capitalism and the national bourgeoisie needed to demonstrate to the workers and the masses that now they truly were preparing for a serious fight against the pandemic, to prevent them from rebelling against the “new normal.” But they did this in capitalist fashion: without a cooperative international plan, and still respecting private property and its profits.

Private corporations’ profits have been guaranteed through the “patent right” (royalty) included in its sale price, which also must be paid by those who manufacture it. This prevented countries like Argentina, Brazil, India, and South Africa (that can produce their own vaccines) from manufacturing vaccines on a massive scale without paying this royalty to the corporations.

In India it was terrible: the country is the main manufacturer of vaccines in the world (especially in factories owned by Astra-Zeneca), but it couldn’t pay the cost of the vaccines needed for its large population, and the pandemic continued to grow unchecked. The governments of India, South Africa, and other countries asked for a “temporary suspension” of patent rights for medical supplies, but both the corporations and the WTO (World Trade Organization) refused to grant it[7].

Given this refusal, these countries’ bourgeois governments were cowards and decided not to unilaterally violate patent rights. At that time, the IWL-FI incorporated this phrase into their Emergency Program: “Break private pharmaceutical companies’ patent rights” and called for workers and the masses to mobilize and demand their governments to do so.

Once the vaccines were available, the profound inequality among countries under imperialist capitalism became clear. A handful of rich countries (like the U.S. and European powers) purchased 70% of the existing vaccines, while most countries had no chance of buying them (or they could only do it in stages, like Brazil, Argentina, and even Spain)[8].

This inequality of vaccination worldwide came back like a boomerang to affect the imperialist countries themselves, because in the countries with little or no vaccination, new strains of the virus emerged which were more contagious and lethal than the first variant. This was the case with Omicron (first detected in South Africa), which later reached rich countries (the U.S. and Europe) and caused a massive wave at the end of 2021[9].

It was in this context that we claimed the call for mass, free, and mandatory vaccination worldwide as entirely correct, as part of the fight against the pandemic and capitalism, from a revolutionary and class perspective. We defended this proposal against various groups that promoted the “anti-vax movement.” Some of these groups held very reactionary (“denialists”) and unscientific positions. But some leftist organizations also adopted this point of view (which in our opinion, was based on a fundamentally misguided understanding of the pandemic)[10].

The Post-pandemic Period

Since the WHO declaration, we have “officially” entered the post-pandemic period. However, the impact of Covid-19 has left profound effects in different aspects of the lives of workers and the masses.

Let’s start with the socio-economic impact. As we have seen, throughout the pandemic, imperialist capitalism and the national bourgeoisie carried out vicious attacks on the standard of living of the masses (wage cuts, worsening working conditions, increasing unemployment, etc.).

With the “new normal” policy starting in the third quarter of 2020, what we call the “anemic recovery” of the world economy began[11]. This recovery is now coming to an end, with strong recessionary trends and an ongoing banking crisis (with its epicenter in the U.S. that is also impacting Europe)[12].

During the recovery process, it became clear that capitalism was not willing to give back what workers and the masses lost during the pandemic, but rather it sought to solidify the ground it had gained. This situation caused a wave of strikes in the U.S. in 2021 which were limited but important[13]. It also lead to struggles in various parts of the world in 2022[14].

They not only refused to give back what they stole, but also continued and still continue the attacks against such important workers’ struggles as those in Great Britain and France, which have been examined in a special edition of the International Courier magazine which can be downloaded at the IWL-FI website[15]. Another example is the mobilization of youth workers in South Korea which forced the government to reverse course on its plan to substantially increase weekly work hours[16].

If we analyze the impact of Covid-19 itself, it has also left devastating effects. First, on those who were infected, and especially on those who survived but suffered the most acute forms of the disease and, in many cases, were left with severely damaged lungs[17].

Second, we must consider the “flu-ification”, that is, the transformation of the Covid-19 pandemic into an endemic (permanent) disease with an impact similar to that of the common flu. Although there is no accurate calculation of how many people contract the flu worldwide, recent studies estimate that 650,000 people die from respiratory illnesses related to the flu, and this figure has been increasing in recent years[18].

In other words, because of imperialist capitalism, a new endemic disease has been added to the many threats and ailments suffered by the workers and the masses. This is a real threat: there is expected to be a “flu-like” Covid-19 wave in China that could affect 65 million people in the coming weeks[19].

Lastly, experts and the WHO itself continue to warn that, due to the destruction of nature, the dynamics of capitalist economic production, and high levels of urbanization, new pandemics are inevitable in the future[20].

Faced with this prospect, Salvador Macip (a doctor and Health Sciences professor at Universitat Oberta de Catalunya) expressed the need for “a coordinated, coherent, and clear strategic plan ahead of the next one,” but he doubts that it will ever happen “because this requires coordination at a global level, and up until now we have not demonstrated that we are able to do so”[21].

The doubts of this expert are well-founded: capitalism is destroying nature and public health through its voracity for profit and is increasing overcrowding for much of the world’s population. This paves the way for a future pandemic, which will occur sooner or later, and which we, our children, and our grandchildren will have to suffer through. Faced with this threat, capitalism acts the same as it did almost 20 years ago: it looks the other way. Meanwhile, it continues to attack the living conditions of the workers and the masses.

As workers, we cannot remain passive in the face of this difficult reality and somber future. We must fight back hard against every one of these attacks. In the context of these struggles, we as the IWL-FI (just as we did throughout the Covid-19 pandemic) will continue to patiently explain that, in order to put a definitive end to these evils, it is essential to carry out a revolution that overthrows the imperialist capitalism that is creating them for the immense profits of a few, and install in its place a society that is more just and based in solidarity for all of humanity: an international socialist society.

<a
