Telegram leaks and corruption are the main reasons.<\/p>\n<p>On July 13-14, 2019 an investigative journalism center called Centro de Periodismo Investigativo brought into the public 900 pages of the governor\u2019s telegram messages.<\/p>\n<p>On top of sexist and homophobic messages, others made fun of the victims of hurricane Mary.<\/p>\n<p>Hurricane Mary killed 4,600 people, destroyed 90% of all housing, energy was disrupted for months and the costs for reconstruction are around one GDP.<\/p>\n<p>After six former top officials of his government were arrested on corruption charges. They are accused of seizing US$ 15 million from funds for public Education and Healthcare.<\/p>\n<p>Forty percent of the population live in poverty.
