This is a balance sheet of a decisive moment in the history of the international trend led by Moreno: the split from USec, where it worked as a differentiated trend, Bolshevik Fraction (FB); the short but intense experience with Lambertism and the preparation for the foundation of the International Workers’ League (IWL-FI).
This is the first complete edition available to all the readers of my “Scandalous Document” [1]. This long discussion with Mandel and the international Trotskyist trend that he leads was prepared in 1973, as an internal document to be discussed at the Tenth World Congress of the United Secretariat (USec) where, at that time we were both militants.
The X Congress of the IWL-FI (LIT-CI in Spanish, International Workers' League - Fourth International) has a special significance as it was held amid the biggest global crisis since 1929, with the masses suffering brutal attacks, but responding with the Arab revolution and the colossal European uprise, although the historical crisis of the revolutionary leadership hasn’t been resolved yet.

Last January 11 marked the 30th anniversary of the International WorkersLeague – Fourth International (IWL-FI).
Three decades have passed as from that International Conference that was held in Bogotá, Colombia, with the participation of delegates from some 18 countries. Most of those delegates were from the former Bolshevik Faction (FB), an international trend whose main leader was the Argentinean Trotskyist Nahuel Moreno, our leader and founder who was recently remembered by the 25th year of his physical disappearance. To those “Morenist” leaders it was subsequently joined the Venezuelan Alberto Franceschi and the Peruvian Ricardo Napurí, two other major leaders who had split from Lambertism due to irreconcilable differences in the field of moral and revolutionary principles.

With the First World War and the October Revolution, the time of crisis and mortal agony of capitalism begins. The proletarian revolution has not managed to put an end to this agony. Quite to the contrary, the suffering caused by it accrue throughout the entire mankind and particularly for its most valuable and creative part, the workers. In its agony, capitalism threatens to drag the entire mankind to their tomb.

Among those who worked on these two projects - the balance sheet and the thesis - we decided it was best to open this discussion with a brief presentation. In reality, these are two closely related resolutions. We want to know what objections to them you have, what are the controversies regarding the experiences with the CORQI and the crisis of the CI (CI)[1]. We want to hear comrades Ricardo Napurí, Alberto Franceschi[2] and the comrades coming from Healism[3]. We hope everyone to contribute with their experiences and their critics. We reserve the right to respond to them in a little more time.
